My company is in the process of putting together a number of modest sized renewable energy power plants in the Philippines. While I have not visited the area myself, several of our engineers have been there. From what I hear from them, if I were moving there I would definitely look for alternative/supplemental power sources. 
Concentrated solar is the option I think I would select from what I know now. There are a variety of ways to make the sun heat a transfer fluid using concentrated solar options. The heated fluid is used in an ORC system to produce power but it can also provide heating and cooling at the same time, as you prefer. With economical heat storage options the system can provide power 20 hours a day if the sun was out during regular hours.  If not, any source of heat of sufficient quantity will power the unit until the sun comes back.
Using a Lister or other generator would involve either purchasing the very expensive fuel oil available there or producing your own from ag waste.  While this is possible it may be inconvenient, depending on where you live.  It might be worthwhile to consider a black oil engine fueled with used motor oil.  I understand that it is fairly available there.  So there are a couple of options
